Abstract
Georgia's highland settlements with natural, economic, agricultural resources and social conditions, ethno-cultural characteristics, differ significantly from the lowland habitats, as well as from each other. Land depletion, climate change, unsustainable use of resources are worsening housing and agricultural conditions in highland settlements. Mountain dwellers are more vulnerable to the risks of natural disasters (landslides, avalanches, avalanches) than lowland dwellers. Public access to public and private sector services is hampered by the state of the existing infrastructure and natural-climatic conditions. All this contributes to the increase of population migration from highland settlements. In such conditions, it is of special importance to pursue a special policy to improve the welfare and living standards of people living in highland settlements and to improve the socio-economic situation.
